Najib outlines five govt philisophies for 11MP
"PUTRAJAYA, June 1 (Bernama) -- Datuk Seri Najib Tun Razak has outlined five government philosophies for the 11th Malaysia Plan (11MP) (2016-2020) namely pro-growth, pro-people, pro-business, environment friendly and emphasis on nation building.
The prime minister, when outlining the philosophies at the monthly assembly of the Prime Minister's Department (JPM), here today said as government and administrative officers, the 11MP, that is the development plan for the period 2016 until 2020, must become their main focus.
"The 11MP is the final leap or round before entering the arena to achieve the status of a high-income nation.
"We should not allow any other thing to draw our attention, deviating our attention from the main national agenda,"he said.
Explaining the pro-growth philosophy of the government, Najib, who is also the finance minister, said the government must implement policies that would bring about a high and moderate growth rate.
If we don't have a growth rate, we will face various problems and difficulties, we will have less income, employment opportunities and investment.
"This will make it very difficult for us to distribute national wealth so that it will be more balanced in terms of the ethnic groups. We must be pro-growth," he said.
For the pro-people government thrust, Najib said the government must achieve a positive and encouraging growth rate in order to be able to distribute the national wealth to the people.
We must be a pro-people government that gives importance to the people's economy. That is what we must implement in terms of distributing the bottom 40 per cent (B40) income group, raising household income, ensuring higher skills and education level, and tackling the cost of living.
"This is a government that is sensitive to the people's economy and requirement," he said.
Explaining the third objective, Najib said Malaysia must become a pro-business government by empowering the national economy.
He said the private sector, government-linked corporations (GLCs) and corporate bodies must play the role of drivers of the economy.
If there are decisions that can make the private sector and GLCs to move and progress faster to increase investment and facilitate them in making decisions on business, then we must implement them.
"We must not become obstacles or place barriers but instead help to create an economic system that is pro-business because a progressive business will lead to greater investment, more job opportunities and generate wealth," he said.
On the fourth philosophy, Najib said the government must be environment-friendly and achieve sustainable development.
"At the end of last year, a major flood hit a significant portion of the country and proved to be an important lesson for us. If we don't look after the environment, we will eventually be punished,"he said.
Besides the economic and environmental factors, Najib said the government must also emphasise on the process of nation building which had yet to be completed.
We must be a government that practices policies that strengthen unity and solidarity between the various races and religions.
All these must be centred on the moderation philosophy or 'wasatiyyah' and based on the principles of 1Malaysia.
"These are the thrusts in simple terms for the next five years for our beloved Malaysia,"he said.
Najib also hoped that the civil service could be enhanced to support all the dreams and aspirations of the nation.
"There is already progress as well as achievement and there is still room for improvement of the civil service to realise the national dreams and aspirations," he said.
The prime minister also took the opportunity to wish 'Selamat Hari Kaamatan' and 'Selamat Hari Gawai' to civil servants celebrating these occasions."
