Your New House Inspection Guide
Inspection procedure:
1. Transfer of house ownership should be done in written format once the real estate developer has obtained the warranty deed.

2. Before accepting the new house, make sure you have all necessary documents, such as Buyer’s Walk-Through and Acceptance form, survey report, quality certificate, manual and other relevant documents.

3. Read through all legal documents.

(1) Ensure that the house delivered to you is similar to what you have agreed to in your real estate purchase contract and other agreements.
(2) Communicate your concerns to the developer if there’s mistakes in surface area.
(3) If you spot structural problems in your new house, inform the real estate developer and report to the Ministry of Urban Wellbeing, Housing and Local government. If it is non-structural problems, the real estate developer should complete all repair work within the stipulated time.
(4) Also, ensure that water, electricity supply, gas and heat is working under good condition. The house developer should be informed on any defects. A replacement date should be set and stated in a written document.
(5) All unclear matters should be stated on the property inspection checklist. Then, the checklist should be signed or stamped by both buyer and property developer.

Things to inspect:

1. Floor condition.
Check for flatness and cracks on the floor. This can be done with a long ruler on ground floor and L-shaped angle ruler.

2. Wall condition.
Check for cracks on the wall. Most common types of cracks are structural cracks, settlement cracks, temperature cracks and shrinkage cracks. Also, beware of exposed barbed wire and steel.

3. Stairs condition.
Ensure the stairs are flat and smooth.

4. Door and windows condition.
Door and window tracks have to be smooth. Also, both windows and doors must be able to close tightly. Make certain that all glass doors, glass windows and window frames are in good condition.

5. Balcony
Balcony floor should be flat and without damages. Likewise, the balcony window must work perfectly.

6. Water facility.
All rooms and corridors equipped with faucet and pipes should be in good condition.

7. Drainage system.
Make sure the drainage system is functioning well. Areas such as basin, toilet, bathtub, kitchen, balcony floor and drains should not have stagnant water.

8. Electricity
Ensure the power reading for the electric card and water card is similar to the quantity purchased.

9. Weep hole.
It is good to have weep holes, but the position of weep holes is very important as the water will flow indoor if the weep holes are fixed higher on the outside of the house as compared to the inside of the house. If such situation exists, insist in filling up the original hole and re-drill for new weep holes.

10. Uneven wall in rooms.
Tie a heavy matter with a string and place it against the wall from the roof to check on the degree of inclination.

11. Systems.
Make sure telephone lines, TV cable lines, broadband, CCTV surveillance system, building intercom system, home security alarm system, patrol system, audio system and broadcast system is in working order.

Once a buyer is satisfied with the condition of a property, buyer must sign the property handover document with the developer.
